Oscar F. Spicer was a judge on the Adams County Court of Common Pleas in Pennsylvania.[1] Spicer was first elected to the court in 1977. He was retained until 2001 when he was mandated to retire as a full time judge at the age of 70. Spicer served the court as a senior judge until mandated senior judge retirement age of 78.[2]

Spicer earned his undergraduate degree and J.D. from the University of Pennsylvania.[3]
