The Louisiana Highway Department Amendment, also known as Amendment 23, was on the ballot in Louisiana on November 5, 1968, as a legislatively referred constitutional amendment. It was approved. It proposed for an amendment to set forth the rules in relation to a state department of highways and its budget.[1]
