Penelope Quinn Richard is a judge of the 38th Judicial District in Louisiana. She was elected to this position without opposition on October 4, 2008.[1][2][3][4] She was re-elected in 2014 for a term beginning on January 1, 2015, and expiring on December 31, 2020.[5][6]

Richard received her B.S. from McNeese State University, going on to earn her J.D. from Southern University. She was admitted to the bar in 1998.[7]
