The Nevada Mail-in Ballots Amendment may appear on the ballot in Nevada as a legislatively referred constitutional amendment on November 7, 2028.[1]
The measure would amend the constitution to require universal mail ballot distribution to elligible voters, allow voters to opt out of not receiving mail-in ballots, require early voting and election day polling places to accept mail-in ballots, and require county clerks to establish mail-ballot return sites to be open in the three days before a primary or general election.[1]

In Nevada, a majority vote is required in two successive sessions of the Nevada State Legislature to place an amendment on the ballot.
2025 legislative session
The amendment was introduced as Senate Joint Resolution 1 (SJR 1). It was approved by the Assembly by 42-26 on November 19, 2025. It was approved by the Senate by 21-12 on November 19, 2025.[1]
