The El Rancho Unified School District is a school district in California. It was the 179th-largest school district by enrollment in the state, serving 9,376 students in the 2013-2014 school year.[1]

El Rancho Unified School District is located in the Southeast Los Angeles County, California in Pico Rivera, California. It is located in the largest county in California. According to the 2010 Census, it is home to 62,942 residents.[2]

Demographics
Pico Rivera underperforms the rest of California when measured on the basis of median household income, percentage of residents over the age of 25 with a high school diploma, and percentage of residents over the age of 25 with a Bachelor's degree. Pico Rivera outperforms the rest of California when measured on the basis of percentage of residents living below the poverty level. The median household income in Pico Rivera was $55,632 compared to $61,632 for the state of California. 10.4% of Pico Rivera residents aged 25 years and older attained a bachelor's degree compared to 30.2% in California. The US Census also showed the poverty rate in Pico Rivera was 11.5% compared to 14.4% for the entire state. The US Census also found that 66.2% of Pico Rivera residents aged 25 years and older attained a high school degree compared to a 80.8% in California.[4]

School board elections
The El Rancho Unified Board of Education consists of five members elected at large to four-year terms. Board members are elected on a staggered basis every November of odd-numbered years. There are no primary elections. Three seats were up for election on November 5, 2013, and two seats were on the ballot on November 3, 2015.[6][5]

Academic performance
California STAR program
California's Standardized Testing and Reporting (STAR) program, which includes the California Standards Tests (CST), the California Modified Assessment (CMA), and the California Alternate Performance Assessment (CAPA), measures the achievement of California content standards for grades two through eleven. STAR results include English-language arts and mathematics in grades 2-11, science in grades 5 and 8-11, and history-social science in grades 8, 10, and 11. In high school, math and science tests reflect the course in which the student is enrolled. There are five benchmarks to indicate a student's proficiency on STAR. "Proficient" or "Advanced" indicates that a student is meeting or exceeding state standards, which is the desired achievement goal for all students.[10]

Issues
Recall effort
An effort to recall three members of the El Rancho Unified School District Board of Education was started in April 2016, but was unable to gather enough signatures to make it to the ballot. Board President Aurora Villon, Vice President Jose Lara, and member Gabriel Orosco were targeted for recall over a decision to put a new magnet school in the district's empty Selby Grove Elementary School building. Leaders of the recall effort said they were not against the magnet school, but they disagreed with the location and thought the money for it could be better used for other improvements. Villon, Lara, and Orosco said they were surprised by the recall effort and the pushback on the magnet school.[12][13]
