Election results
Although the measure gathered more "yes" votes than "no" votes, Minnesota requires that the majority of all voters vote "yes" in order to pass an amendment. In 1914, there were 356,906 total voters, requiring a vote of at least 178,454 to pass a measure.

Measure design
The amendment proposed adopting an initiative and referendum process in the state constitution. It would have enacted an indirect initiated constitutional amendment whereby petitions proposing a constitutional amendment that collect signatures from 2% of voters at the last gubernatorial election may be submitted to the state legislature. The state legislature would have been able to place the amendment on the ballot for voter approval or submit an amended form. Petitioners would have been able to submit the amendment in the original or amended form to voters if they filed an additional petition containing signatures from 8% of the voters. A similar process would have been adopted for indirect initiated state statutes, except the state legislature could have passed the law outright during the legislative session, or an additional petition containing signatures from 6% of the voters could have placed it on the ballot directly.
