Since Board President Brent England was the only candidate to file for the seat, the district canceled the election.

Owasso Public Schools is located in Tulsa County, Oklahoma. The county seat of Tulsa County is Tulsa. According to the United States Census Bureau, Tulsa County had a population of 603,403 residents in 2014.[1] Owasso was the 12th largest school district in Oklahoma, serving 9,143 students during the 2010-11 school year.[2]

Demographics

Tulsa County overperformed in comparison to the rest of Oklahoma in terms of higher education achievement in 2012. The United States Census Bureau found that 29.5% of Tulsa County residents aged 25 years and older had attained a bachelor's degree compared to 23.2% for Oklahoma as a whole. The median household income in Tulsa County was $47,845 compared to $44,891 for the state of Oklahoma. The poverty rate in Tulsa County was 15.4% compared to 16.6% for the entire state.[1]

Voter and candidate information

As of the 2014 election, the Owasso school board consisted of five members elected to five-year terms by geographic electoral wards. There was no primary election and the general election was scheduled to be held on February 11, 2014. The 2014 election for the Ward 4 seat was canceled because the seat was unopposed.[4] The Ward 4 member represented the southeast portion of the school district.[5]

Candidates began to file affidavits of candidacy on December 2, 2013. The filing deadline for school board candidates to get on the ballot in the general election was December 4, 2013, and the deadline to contest a candidacy was December 6, 2013.[6]

Issues in the district

Owasso Kids For Christ

In 2011, a children’s prayer group, Owasso Kids For Christ, filed a federal lawsuit against Owasso Public Schools, alleging that the district had infringed on their right to practice their faith. The lawsuit came after the group distributed flyers at Northeast Elementary with its motto "“One Dream, One Vision, Reaching the World for Christ!" attached to them.[11] The district told the group it had to stop, as it contained recruiting elements according to the district, and that it was just following policy to not engage in discriminatory behavior.[12] The district and the group settled in April 2012 wherein the district paid the group $20,000 for legal fees. The district also altered its policy so that fliers were no longer sent out to parents of any organization.[13]
