The Alabama County Economic Development, Amendment 11, also known as Amendment 11, was on the ballot in Alabama on December 11, 1951, as a legislatively referred constitutional amendment. It was defeated. The amendment proposed to amend the constitution. The amendment proposed that each municipality in Pickens County be authorized to acquire and dispose of all kinds of property, to promote the development of the municipalities in Pickens County, and the location of new industries or businesses therein, to become a stockholder in any corporation, association, or company, to lend its credit or grant public money and things of value in aid of individuals, firms, associations, or corporations, to become indebted and issue and sell securities, to levy and collect a special ad valorem tax and to pledge to the payment of such securities the proceeds of such special tax and other income, to create a public corporation or authority and to delegate to such public corporation or authority all powers or authorities granted by this amendment to such municipalities.[1]
