The New Mexico Permanent Funds for Early Childhood Amendment did not appear on the November 8, 2016 ballot in New Mexico as a legislatively referred constitutional amendment. The measure would have provided for additional annual distributions of permanent funds to be used for the implementation and maintenance of educational programs and early childhood education services.[1]

The amendment was proposed by Rep. Antonio Maestas (D-16) and Rep. Javier Martinez (D-11) as House Joint Resolution 10.[2]

According to Article XIX of the New Mexico Constitution, a simple majority is required in the legislature to refer the amendment to the ballot.
The bill was introduced in the New Mexico House of Representatives on January 14, 2016. The legislature failed to refer the measure to the ballot as of the end of the session on February 18, 2016.[2]
