The Maryland Montgomery County Elections Amendment, also known as Question 3, was on the November 2, 1982 ballot in Maryland as a legislatively referred constitutional amendment, where it was approved. The measure permitted members of the Montgomery County Council to be elected by councilmanic districts provided that a chart amendment adopted under this act does not affect the terms, powers and duties of council members.[1]
