The Maryland Special Fund Amendment was not on the November 4, 2014 ballot in Maryland as a legislatively referred constitutional amendment. The measure would have created a special fund maintained by the Comptroller, which would be untransferable to the General Fund during certain fiscal years unless all state legislators approve such transfer.[1]

The amendment was introduced into the Maryland Legislature as House Bill 711.[1]

The Maryland Legislature adjourned on April 7, 2014, without approving the amendment.[2]

In Maryland, a 60 percent majority vote in both chambers of the Maryland State Legislature was required to refer the amendment to the ballot.
