Three seats on the Frisco Independent School District Board of Trustees were up for general election on May 9, 2015.

Place 7 incumbent John Hoxie faced two challengers: Carlos Gallardo and Rajesh Singh. In the Place 6 race, incumbent John Classe, who previously represented Place 3, ran unopposed. Incumbent Chris Todd did not file for re-election in Place 6. There were three challengers for the one-year term in Place 3: Srikanth Gurrapu, Bryan Powell and Chad Rudy.[1]

Rudy defeated Gurrapu and Powell for the Place 3 seat. In Place 7, incumbent Hoxie defeated Gallardo and Singh.[2][3]

Frisco Independent School District is located in Denton County, Texas.

Frisco Independent School District is based in Frisco, Texas, a city located in portions of Collin County and Denton County. According to the United States Census Bureau, Frisco is home to 128,176 residents.[4] Frisco Independent School District was the 27th-largest school district in Texas, serving 40,123 students during the 2011-2012 school year.[5]

Demographics

Frisco outperformed the rest of Texas in terms of higher education achievement in 2010. The United States Census Bureau found that 58.3 percent of Frisco residents aged 25 years and older had attained a bachelor's degree, compared to 26.3 percent for Texas as a whole. The median household income in Frisco was $108,428, compared to $51,563 for the state of Texas. The poverty rate in Frisco was 4.5 percent, compared to 17.4 percent for the entire state.[4]

Voter and candidate information

The Frisco Board of Trustees consists of seven members elected to three-year terms. Members are elected to specific seats but represent the entire district. There was no primary election, and a general election took place on May 9, 2015. Three seats were on the ballot in May 2015, including one special election.[7]

School board candidates submitted paperwork with the school district secretary by February 27, 2015. Each candidate must be at least 18 years old, a registered voter and a resident of the district for at least six months. Members filed two campaign finance reports with the district clerk prior to the election unless they did not receive or spend $500 during the campaign.[8]

Endorsements

Bryan Powell and Carlos Gallardo were endorsed by the Metroplex bureau of Texans for Fiscal Responsibility.[9] Chad Rudy was endorsed by Collin County Commissioner Susan Fletcher, Frisco Deputy Mayor Pro Tem Jeff Cheney, outgoing Frisco ISD board member Chris Todd and Frisco City Councilmembers Scott Johnson, John Keating, Tim Nelson and Will Sowell.[10]

No contributions or expenditures were reported as of April 9, 2015, according to the Texas Ethics Commission.[11] The next filing deadline was May 1, 2015.

Texas school board candidates and officeholders must file semiannual reports, which were due on January 15, 2015, and July 15, 2015. In addition, candidates in contested elections were required to file 30-day and 8-day pre-election reports, unless the candidate chose modified reporting.[8]

Candidates in contested elections who did not intend to exceed $500 in contributions or expenditures, excepting filing fees, were eligible for modified reporting. If they exceeded the threshold before the 30th day prior to the election, candidates were required to submit the 30- and 8-day reports. If they exceeded the threshold after the 30th day prior to the election, they were required to file a report within 48 hours of exceeding the threshold and participate in regular reporting for the rest of the election cycle.[12]
