NASHVILLE, Tennessee: On Tuesday, April 9, the Tennessee House of Representatives approved SJR 1 with an overwhelming majority. That bill will now go before voters in 2014 as the Tennessee Income Tax Amendment. According to the legislature's website, the measure proposes an amendment to the state constitution that would "explicitly prohibit any state or local taxation of payroll or earned personal income or any state or local tax measured by payroll or earned personal income." Representative Glen Casada (R) is sponsoring the proposal and says that he believes that income tax is already prohibited by the state constitution. He says that the purpose of the amendment is "clarifying and making it even more clear that the income tax is unconstitutional."[1]
