Hannibal, Missouri recycling measure, 2009
There was a Hannibal, Missouri recycling measure on the April 6 ballot in the city of Hannibal which is in both Marion County and Ralls County.
This measure sought to continue the town's recycling program, it was defeated by just 13 votes. The final tally was 565 "no" votes to 552 "yes" votes.[1]
If the measure had passed, the recycling program would have continued, but cost up to $12 extra on monthly utility bills. John Yancey, the interim volunteer manager for Northeast Missouri Sheltered Workshop, which ran the recycling program, had hoped voters saw the benefit of a recycling program. "We felt like we had the program ... it was going. I thought taking 1 million pounds out of the landfill was almost enough to guarantee it and that people would say, 'Oh man, this is all right. We should be doing this. This is worth $12,'" he said.[1]
