The California Serial Numbers on Assembled Firearms Referendum (#16-0010) was not on the November 6, 2018, ballot in California as a veto referendum.

The referendum was designed to repeal Assembly Bill 857 (AB 857). AB 857 requires people who make their own firearms to undergo a background check and place a serial number on their personally-assembled firearms beginning in July 2018.[1]

Referendum to Overturn Law Requiring Serial Numbers on Personally Manufactured or Assembled Firearms.[3]

The official ballot summary was as follows:[2]

If signed by the required number of registered voters and timely filed with the Secretary of State, this petition will place on the statewide ballot a challenge to a state law previously approved by the Legislature and the Governor. The challenged law must then be approved by a majority of voters at the next statewide election to go into effect. The law would require persons who make their own firearms to undergo a Department of Justice background check and to place a serial number on all such firearms.[3]
