Patrick Owen was a judge for the Fourth Judicial District of Idaho. He served in the position from his appointment in 2007 until his retirement in February 2017.[1]

Education
Owen earned his B.S. from the University of Wisconsin-Madison and his J.D. from Cornell University.[5]
Noteworthy cases
Syringa Networks and the Idaho Education Network
Owen threw out a lawsuit in July 2010 that featured Syringa Networks over how Idaho’s Department of Administration awarded the contract for the Idaho Education Network (IEN).
“By ruling in our favor, Judge Owen vindicated the integrity of our purchasing processes as well as the integrity of our employees,” said Department of Administration Director Mike Gwartney, who was one of the defendants named in the lawsuit.
A July 16 news release from the department said the court decision vindicates the department’s decision and its leadership, and that it allows the state to move forward with implementing the IEN. At one point, lawmakers contemplated pushing the kill switch on the IEN.[6]
