Biography

Bill Winney was born in Bondurant, Wyoming. He served in the United States Navy from 1972 to 2002. Winney earned a bachelor's degree from the U.S. Naval Academy in 1972 and a master's degree from the Catholic University of America in 2000.[1]

Graduate of US Naval Academy. Active duty in the Navy for 30 years. Observed the political process while on duty in the Washington, DC area and didn't like what I saw. So I chose to enter the political arena. I have observed our legislature and interim committee hearings for many years speaking as a private citizen and contributed directly to some legislation. Built a house in the Bondurant area doing some of the work myself. My wife, Louise, and I have three sons, all UW graduates. One son is now a Wy National Guard 2nd Lieutenant after serving 5 years active duty in the Marine Corps with two deployments to Iraq in that time.
Education. Wyoming's edcation system is good but can be improved. There is a large reduction is funding coming. How can the classroom be protected? I will go after thet.
Speaking straightforwardly. Honesty, An ability with public speaking.
Strong Public Speaking skills. A strong ability to see out into the future and propose solutions to problems. An understanding of how to write good laws (and regulations).
Talk with people and listen, seek to understand their problems and then craft elgislation in that vein.
Wyoming with a solid revenue stream and an education system second to none.
A Newspaper route. Worked it for 18 months
Battle Cry It chronicled the struggles of a young man acclmating himself to the MArine Corps and going off to war.

Learning to be a good, solid chief engineer of a nuclear submarine.
The House is very responsive to the emotion of the moment (and should be). The Senate is more deliberative to balance things out. That's good.
Not necessarily. Real world experience, business, military, non-profit are more important.
Dealing with a vast reduction in extractive minerals revenue.
In Wyoming the legislature is limited to 60 days in session over a two year period. Thus the Governor does what he should to run the state. The Legislature must ensure that laws are crafted with this in mind.
Yes. One's ability to get things done depends on relationships. An isolated legislator gets nearly nothing done.
Work to keep counties whole. I'm in a district with parts of three counties in it and on portion is of a very small part of another county creating what I have come to call an "orphan precinct." I will work to prevent this.

My experience in the federal (DOD) Budget arena coupled with my experience in Command of a nuclear Submarine where I had to craft regulations and then change them when what I thought I wrote wasn’t what people read.[10]
What is the first historical event that happened in your lifetime that you remember? How old were you at that time?
My mother took my sister and I out to see The Soviet satellite Sputnik fly over. I was 7.[10]
What was your very first job? How long did you have it?
Newspaper route. A year and a half.[10]
What is something that has been a struggle in your life?
Since retiring from 30 years active duty I have struggled with the degree of dishonesty in the civilian world.[10]
What do you perceive to be your state’s greatest challenges over the next decade?
Coping with the state expenditures in light of the boom and bust cycle of the energy world as reflected in state receipts.[10]
Do you believe it’s beneficial to build relationships with other legislators? Please explain your answer.
Absolutely, one must be careful of the words one says since you might have to eat them.[10]

2016

Winney's campaign website highlighted the following issues:

  • As I see things there are three big issues facing Wyoming: (1) dealing with the large reduction in revenues, (2) getting education on track, and (3) ensuring that Wyoming does not seek a tax increase as a fix for the revenue problems.
  • Making these things happen means HD 22 must have a powerful Republican voice.
  • Wyoming's revenues projected in the CREG report (April 2016 update) are starkly declining.
  • The core of the primary campaign season is that many, many people have had enough of politicians that say one thing at home and perform differently in Washington (or Cheyenne). The core of how I do business is to go to and meet with people. *I listen and compare then put what I hear into action. That is my promise to you as I talk with you at your doors.
  • I believe my opponent's record is clear: empty rhetoric and harsh conservatism.[10]
