Two of the seven seats on the Appleton Area School District school board were up for at-large general election on April 5, 2016. Incumbent Jim Bowman filed for re-election, while fellow board member Julie Baker opted not to seek a new term. Bowman and newcomer Timothy McKeag won the race without opposition.[1]

Voter and candidate information

The Appleton Area School District Board of Education consists of seven at-large members elected to three-year terms. A primary election would have been held on February 16, 2016, if the number of candidate filings was more than double the number of seats up for election. Because only two candidates filed for the two available seats, both advanced to the general election.

To be elected to the board, candidates must reside in the boundaries of the school district for 28 days prior to the filing of a "Declaration of Candidacy" form.[2] Candidates must also be 18 years old and citizens of the United States. Unless pardoned, those who have been convicted of a felony are not eligible for election to office in Wisconsin.[3]

Candidates had until January 5, 2016, to collect between 100 and 200 signatures for their nomination papers. The signatures had to come from residents of the district where the candidate sought election, but the petition circulators were not required to reside in the district or municipality. Circulators were required to be U.S. citizens and 18 years or older.[4]

Teacher insurance network loses participator

The Appleton Area school board approved moving Appleton Area School District employee health insurance plans from UnitedHealthCare to Network Health Plan during a meeting held in September 2015. This decision applied to coverage for 2016 and 2017. Roughly 60 percent of district employees see primary care physicians covered by ThedaCare, a Network Health Plan participator. In December 2015, ThedaCare announced that it would end its relationship with Network Health Plan. This relationship ended on July 31, 2016. ThedaCare physicians were still considered in-network for the remainder of the 2016 calendar year, regardless of ThedaCare's break from Network Health. The district’s chief financial officer, Don Hietpas, assured employees that they would continue to be protected through 2016 which was confirmed by Network Health Plan’s president and CEO, Sheila Jenkins.[10]

District employees were sent notices about the change following ThedaCare’s announcement. Because such a high percentage of Appleton Area School District employees used ThedaCare physicians, Hietpas stated that the relationship with Network Health Plan cannot continue if ThedaCare becomes out-of-network. "We're disappointed and hopeful that they can work out an agreement because we're actually anxious to continue a relationship with Network," said Hietpas. "But about 60 percent of our employees use ThedaCare physicians, so it wouldn't be acceptable to continue if ThedaCare is not recognized in-network." If this happened, the district would be able to terminate its Network Health Plan contract with no penalty.[10]

Appleton Area School District is located in Outagamie County in eastern Wisconsin. The county seat is Appleton. In 2014, Outagamie County was home to approximately 182,006 residents according to estimates by the United States Census Bureau.[11] The district was the sixth-largest school district in the state in the 2013–2014 school year and served 16,224 students.[12]

Demographics

Outagamie County slightly underperformed in terms of higher education achievement in 2013, compared to Wisconsin as a whole. The United States Census Bureau found that 26.4 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 26.8 percent of all state residents. The median household income for Outagamie County was $58,318 between 2009 and 2013. During that same time period, the median household income for the entire state was $52,413 and the rate for the United States as a whole was $53,046. The poverty rates in the county and state were 8.7 percent and 13.0 percent, respectively, while the nationwide rate was 15.4 percent.[11][13]
