The Arkansas Arkansas Registration of Voters, Proposed Amendment 39, also known as Proposed Amendment 39, was on the November 2, 1948 ballot in Arkansas as a legislatively referred constitutional amendment, where it was approved. The measure permitted the legislature to enact a voter registration law.[1]
