Shall the City of Brawley ordinance extending the Utility Users Tax for five years at a rate not to exceed 4%, upon the use of telephone, electricity, gas, water, sewer, trash and cable television utilities, to maintain city services, including, but not limited to, police, fire, administration, library and parks and recreation, and subject to future council action to reduce said percentage, and which is projected to raise $1.9 million per year, be adopted?[2] |

In 2013, the voters of the City of Brawley approved the renewal of the City’s four percent (4%) utility user’s tax on persons in the City that use utilities such as landline telephone communication, electricity, natural gas, cable television service, water, sewage and garbage collection. The tax has been in place since 1991 and is currently set to sunset in May, 2018. The City of Brawley Utility User’s Tax is a general tax. The revenue generated by the tax is used by the City of Brawley to fund existing municipal services such as police, fire, library, parks and recreation, animal control, planning, building and administration. The existing Utility User’s Tax is scheduled to expire in May of 2018. Continuing the current rate of four percent (4%), the tax provides general fund revenue of approximately $1,900,000 per year, and currently comprises 13.2% of the City of Brawley’s annual general fund budget. This ballot measure was placed on the ballot by the City Council. The issue before the voters is whether or not to extend the utility user’s tax for an additional period of five years from the scheduled sunset date. The rate and scope of the tax would remain the same. A majority vote in favor of this measure will mean that the existing utility user’s tax will stay in place for an additional period of five years. A majority vote against this measure will mean that the existing utility user’s tax will expire in May of 2018. General fund revenue will decrease by approximately fifteen percent, and current service levels provided by the City will have to be reduced accordingly. [2] |
