Four seats on the Cherry Hill Public Schools Board of Education were up for general election on November 3, 2015. The seats of at-large incumbents Kathryn Bay Judge, J. Barry Dickinson and Colleen Horiates were on the ballot. There was also an unexpired one-year term on the ballot.[1] Judge, Dickinson and challenger Ken Tomlinson Jr. defeated Fredrick Dande for three three-year terms. Jane Scarpellino won the unexpired one-year term without opposition.

Cherry Hill Public Schools is located in Camden County in southern New Jersey. The county seat is Camden. Camden County was home to an estimated 512,854 residents in 2013, according to the United States Census Bureau.[2] During the 2012-2013 school year, Cherry Hill Public Schools was the 13th-largest school district by enrollment in New Jersey and served 11,516 students.[3]
Demographics
Camden County underperformed in comparison to the rest of New Jersey in terms of education achievement in 2013. The United States Census Bureau found that 29.1 percent of Camden County residents aged 25 years and older had attained a bachelor's degree, compared to 35.8 percent for New Jersey as a whole. The median household income for Camden County was $61,683, compared to the state average of $71,629. The unemployment rate in the county was 13.0 percent while it was 10.4 percent statewide.[2]

Voter and candidate information
The Cherry Hill Board of Education consists of nine nonpartisan members who are elected at large to three-year terms. Elections are staggered with three seats being up for election each year. Candidates for the Board of Education must be 18 years old and have resided within the district for at least one year prior to their election or appointment. There are no term limits.[5]
There was no primary election, and the general election was November 3, 2015. Candidates had to file by July 27, 2015.

Campaign finance
No contributions or expenditures were reported during the election, according to the New Jersey Election Law Enforcement Commission.
Background
The New Jersey Election Law Enforcement Commission regulates school board campaign contributions. Candidates who receive any contributions, including their own contributions, are required to appoint a treasurer and open a bank account for their campaign contributions and expenditures. Within 10 days of doing so, candidates must file Certificates of Organization and Designation of Campaign Treasurer and Depository form with the New Jersey Election Law Enforcement Commission.[6]
Individual candidates who expect to spend more than $4,500, receive more than $300 in contributions from one source or receive any cash contributions are required to file campaign finance reports. Similarly, joint campaigns who exceed the threshold of $8,500 for two candidates or $12,300 for three or more candidates must also file.[6]
The deadline for the 29-day pre-election campaign finance report was October 5, 2015. Between October 21, 2015, and November 3, 2015, candidates and committees were required to report any expenditure or contribution from any one source in excess of $1,400 within 48 hours of receiving it. The 11-day pre-election report deadline was October 23, 2015, and the 20-day post-election report was due November 23, 2015.[6]
