Although Board meetings are not public forums, the Board may, at its discretion, provide appropriate opportunities for citizens to express opinions or concerns related to established policy or other matters under consideration by the Board.

During time allotted for public comments, persons may speak on any established policy or other matters under consideration by the Board except for personal matters or complaints concerning specific employees or students.

The following guidelines shall apply to public participation at Board meetings:

1. Persons who wish to speak must sign in with the secretary to the Board prior to the meeting being called to order.
2. The Board President (or presiding officer) shall be responsible for recognizing each speaker who must identify themselves and their interests prior to making any comments.
3. Public comments shall be limited to three (3) minutes for each speaker unless the Board President (or presiding officer) chooses to enforce an alternative limit.
4. In order to make efficient use of meeting time, the Board discourages duplication or repetition of comments to the Board. The Board requests that groups or organizations with like interests be represented by designated spokespersons.
