A City of West Covina Election of City Council Members by District, Measure D ballot question was on the November 3, 2009 ballot for voters in the City of West Covina in Los Angeles County, where it was defeated.[1]
Measure D proposed dividing West Covina into five council districts.

Support
Measure D was supported by Concerned Citizens for a better West Covina. The committee's treasurer was Dana Sykes, who is the wife of West Covina Council candidate Fred Sykes.[2]
Opposition
Measure D was opposed by West Covina resident Lloyd Johnson. Johnson sent a letter on October 23 to the Los Angeles County District Attorney's Office questioning the legality of three campaign mailers sent to residents about Measure D.[2]
