This measure sought to amend the city charter so that anyone going for the civil service exam would get extra points for being a resident of the city for more than a year.[2]

Text of measure

The question on the ballot:

Shall the Charter of the City of Cleveland be amended by enacting Section 74-1 to provide that a person who is a bona fide resident of Cleveland for at least one year from the date of filing of an application for a promotional civil service examination and who receives a passing grade, shall have five (5) points added to his or her raw score on the examination?[3]
