Three seats on the Davenport School Board were up for election on September 10, 2013. Each seat on the Davenport School Board is at-large with voters throughout the city selecting from a common pool of candidates.[1]
About the district
Davenport is the county seat of Scott County and rests along the banks of the Mississippi River in eastern Iowa. The city's population is 99,685 according to the 2010 U.S. Census.[2]
Demographics
The 2010 U.S. Census found that 25.9% of Davenport residents over 25 years old held undergraduate degrees compared to a 24.9% rate for the entire state. Davenport had a median income of $42,983 in 2010 compared to $50,451 for Iowa. The poverty rate for Davenport was 17.6% in 2010 compared to an 11.9% rate for the rest of the state.[2]

Method of board member selection
The Davenport School Board consists of seven members elected to four-year terms. Each member is elected at-large and represents the entirety of the district. There was no primary election for the school board election and the general election took place on September 10, 2013. Three seats were up for election on September 10, 2013 and four seats were up for election on September 8, 2015.
Individuals interested in running for the board began circulating nominating petitions on July 8, 2013. The filing deadline for the 2013 general election was August 1, 2013 and candidates had until August 6, 2013 to officially withdraw from the ballot. Each candidate had to file nomination petitions with at least 50 valid signatures to the board secretary.[4][5]

Endorsements
The Davenport Education Association endorsed Richard Clewell, Maria Dickmann and Jamie Snyder and the Quad-City Federation of Labor endorsed Dickmann, Elaine Kresse and Patt Zamora.[6][7]
Campaign finance
A total of $5,777.07 in contributions was reported by candidates in this election. Richard Clewell and Patt Zamora did not file campaign disclosure reports with the Iowa Ethics and Campaign Disclosure Board.[8]

What was at stake?
Three seats on the board were up for election on September 10, 2013 with incumbents Richard Clewell and Patt Zamora seeking re-election. Davenport Community School District has experienced a 5.2% decline in enrollment between 2008 and 2012.[9] The district was identified as a District in Need of Assistance and 20 schools qualified as Schools in Need of Assistance according to the 2012 State Report Card.[10]

Additional elections on the ballot
Residents in the Davenport Community School District voted on Proposition D, a referendum to define district control over funds accrued from an existing portion of the state sales tax.[11] Municipal elections for the city's mayoral and council races were held on November 5, 2013.[12]
