Donna Miller earned an associate degree from Monroe Community College in 1996. Her career experience includes working as a nurse, healthcare executive, air ambulance operator, and first responder. Miller has been affiliated with Reinvention Professionals, Inc.[1]

Donna immigrated to the USA from Romania in 1991. She became a nurse in 1996 and a flight nurse in 2001, and in 2002, she founded Life Guard Int’l Air Ambulance in Las Vegas, NV, using airplanes as flying intensive care units. After Life Guard’s acquisition by AMR in 2017, Donna focused on integrating ground and air medical transportation for better patient outcomes; and today, Donna creates strategic approaches that enable organizations and individuals to reimagine their futures and thrive.
As a faithful servant to her profession and community, Donna successfully lead multiple legislative efforts; served on Nevada State Board of Health, EMS Advisory Committee, on State of Nevada Crisis Standards of Care Committee; was President-elect for the Nevada Ambulance Association and Vice-President of the Nevada Nurses Association; held senior leadership positions in numerous FEMA initiated disaster responses; coordinated safe repatriation of numerous victims of Las Vegas’s October 1st mass shooting; and as one of the Southern Nevada’s EMS Leaders, she was instrumental in our response to COVID-19 crisis, and recovery efforts. Her contributions earned her many accolades, including Congressional Recognition for lifesaving efforts in rural Nevada, Ambassador of Peace by the Int’l Women’s Federation for World Peace; NV Woman-Owned Business of the Year, Community Achievement, Women of Distinction Awards, and was recognized as one of Las Vegas’s Top 100 Women of Influence.

After 28 years as a nurse, putting other people's needs before my own is second nature to me, and I will prioritize people first in every decision I make. The Mayor of Las Vegas is responsible for providing strategic leadership and vision for the city's growth and development. Key duties include ensuring public safety through effective oversight of emergency services, promoting economic development, and managing public infrastructure. The mayor oversees the city’s budget, ensuring fiscal responsibility, and engages with the community to address needs and foster a sense of unity. Collaborating with the City Council, the mayor implements policies for the city's benefit, works with various government levels to secure resources, and leads crisis management efforts. Representing Las Vegas at official events and promoting sustainability and innovation are also crucial aspects of the role.
The first historical event I vividly remember is the collapse of communism in Romania and Eastern Europe in December 1989. I was 20 years old, living in Romania, and felt a mix of fear and excitement about the changes and the future. This monumental event was a turning point in my life, paving the way for freedom and democracy for me (and millions of others).
To me, being the Mayor of Las Vegas means serving as the city's CEO, with significant responsibilities similar to those of a business leader. This involves providing strategic direction, managing resources efficiently, and ensuring financial transparency and accountability. The mayor must make tough decisions, oversee public safety and infrastructure, and drive economic development. Additionally, it’s essential to foster collaboration with residents, other city officials, governmental leaders from other jurisdictions, and valley-wide community leaders. Ultimately, the mayor's role is to ensure the city thrives, creating a safe, vibrant, and prosperous environment for all its residents. And while only a third of Las Vegas votes for the city mayor, the mayor of the city of Las Vegas acts as an ambassador for all of Southern Nevada.
As a member of the city council with a city manager handling daily tasks, our mayor's top priority should be providing strategic leadership and vision for Las Vegas. This includes promoting economic development, enhancing public safety, and improving infrastructure. Our mayor should unite the community, ensure government transparency and accountability, and advocate for residents' needs at higher levels. By setting clear goals, collaborating with the city manager, and engaging with the community, other local government jurisdictions, and community stakeholders, our mayor can drive initiatives that support sustainable growth and improve the quality of life for all residents.
What I love most about Las Vegas is its unique blend of global influence and close-knit community. As a global city, Las Vegas offers the best food and entertainment right at our doorstep, and you don’t have to go far to interact with people from all over the world. Despite its international allure, Las Vegas maintains a small-town feel where everyone knows everyone, and connections are way less than six-degrees of separation. This city has an incredible spirit of unity, which I’ve witnessed firsthand during times of crisis. The way I've seen Las Vegas coming together in challenging moments is inspiring, and I believe we don’t need a crisis to bring that same sense of community and togetherness to the forefront. We can cultivate this unity every day, strengthening our bonds and making Las Vegas not only a great place to visit but an even better place to live.
Las Vegas faces several key challenges in the next decade. We need to diversify our economy beyond tourism and entertainment to ensure stability. Managing sustainable growth, especially with water scarcity, is crucial. Public safety, healthcare access, and a strong education system are essential for our growing population. We must address affordable housing and upgrade infrastructure to keep up with demand. Promoting climate resilience, social equity, and embracing technology will drive economic growth and improve city services. Through strategic planning and collaboration, we can tackle these challenges and secure a bright future for Las Vegas.
The ideal relationship between Las Vegas and Nevada’s state government should be collaborative, supportive, and synergistic. Both need to communicate regularly and work together on policies and projects that benefit both the city and the state. The state should provide resources and support to help Las Vegas address its challenges like infrastructure, public safety, and economic growth. Joint efforts to improve education, healthcare, and transportation are crucial. Las Vegas should advocate for its needs at the state level to ensure they are met. By working together and sharing innovative ideas, both governments can improve services and quality of life for all residents.
The ideal relationship between Las Vegas and the federal government should also be collaborative, supportive and synergistic. This means regular communication and collaboration on important issues like infrastructure, public safety, healthcare, and economic growth. The federal government should provide funding and resources to help Las Vegas tackle its challenges. Las Vegas should advocate for its needs at the federal level to ensure they are addressed in national policies. By working together, both can improve services and quality of life for residents.
The ideal relationship between the Las Vegas mayor's office and Metro, LVMPD should be collaborative and based on mutual respect and open communication, working together as partners, and aligning goals to improve our community’s public safety. Regular and clear communication is key for effective coordination on policies and emergencies. The mayor’s office should support law enforcement with necessary resources, while both should hold each other accountable to community standards. Both should engage with the community and address issues like crime prevention together – to create a safer and more inclusive environment for all our residents.
My campaign has proudly received endorsements and testimonials from civilian and military healthcare providers, first responders, patients, business owners, and friends, with whom I have had the privilege of interacting over the years and significantly impacting their lives. In some cases, I have even given them the gift of tomorrow by literally saving their lives. Their support is a testament to the positive influence I've had and the trust they place in my leadership and vision for our community.
I strongly believe that financial transparency and government accountability are essential pillars of effective governance. Financial transparency ensures that government spending is open, clear, and accessible to the public, fostering trust and enabling citizens to see how their tax dollars are being used. It involves detailed reporting of financial activities, budgets, and expenditures, which helps prevent corruption and misuse of funds. Government accountability goes hand-in-hand with transparency. It means that elected officials and government employees are answerable to the public for their actions and decisions. This includes being responsive to citizens’ concerns, adhering to ethical standards, and taking responsibility for both successes and failures. Accountability mechanisms, such as audits, oversight committees, and public reporting, are crucial for maintaining integrity and trust in government operations. Together, financial transparency and accountability ensure that the government operates efficiently, ethically, and in the best interest of its citizens, ultimately leading to better governance and stronger community trust.
