Four seats on the Frederick County Board of Education were up for general election on November 4, 2014. There was a primary election on June 24, 2014, to narrow the field of candidates for the four at-large seats to eight candidates. Incumbents Colleen E. Cusimano, April Fleming Miller, and Brad W. Young and challengers Liz Barrett, Mike Ferrell, Millicent Hall, Kenneth Kerr, and Richard S. Vallaster III defeated Jonathan C. Carothers in the primary. Board member Jean A. Smith did not file for re-election to the board after 20 years of service.[1]

Incumbents Brad W. Young and Colleen E. Cusimano, along with newcomers Liz Barrett and Kenneth Kerr, won the general election.

Frederick County Public Schools is based in Frederick, the county seat of Frederick County, Maryland. Frederick County was home to 241,409 residents in 2014, according to the United States Census Bureau.[2] Frederick County Public Schools was the seventh-largest school district in Maryland in the 2011-2012 school year, serving 40,413 students.[3]

Demographics

In 2012, Frederick County had a higher percentage of residents with a bachelor's degree compared to the state overall. The United States Census Bureau reported that 37.5 percent of residents aged 25 and older in Frederick County had earned a bachelor's degree, compared with 36.3 percent for Maryland. The county’s median household income was $83,706, above the state median of $72,999. The poverty rate in Frederick County was 5.7 percent, below the state rate of 9.4 percent.[2]

Voter and candidate information

As of the 2014 election, the Frederick County Board of Education consisted of seven members elected to four-year terms. Each member represented the entire county from an at-large seat. There was a primary election on June 24, 2014, and a general election took place on November 4, 2014.

Board candidates submitted their statements of organization and certificates of candidacy with the county elections office by February 25, 2014. Each candidate was also required to submit a filing fee of $25 to the county. State law required candidates to be registered voters and residents of the district.[5]

County residents had to register to vote for the primary election by June 3, 2014. The county offered early voting in the primary from June 12, 2014, to June 19, 2014. The deadline to register to vote in the general election was October 14, 2014. Early voting for the general election took place from October 23, 2014, to October 30, 2014.[6]

Endorsements

The Frederick County Teachers Association (FCTA) endorsed Liz Barrett, Millicent Hall, Kenneth Kerr, and Richard S. Vallaster III ahead of the June 24, 2014, primary election.[7]

Campaign finance

Candidates received a total of $6,773 and reported $4,811.44 in expenditures as of June 3, 2014, according to the Maryland State Board of Elections. State law allows candidates to file Affidavits of Limited Contributions and Expenditures (ALCE) if their campaigns did not accept $1,000 in contributions or spend $1,000 in a particular reporting period. Colleen E. Cusimano, Mike Ferrell, and April Fleming Miller filed ALCEs prior to the primary.[8]

June 2 candidate forum

Frederick Classical Charter School hosted a candidate forum featuring all nine board candidates on the primary ballot. The candidates generally agreed on principles related to charter school development, including the importance of parental choice. Many also expressed that the state’s approach to charter schools does not provide sufficient independence for local parents and education officials. Millicent Hall emphasized that state laws governing charter schools should remain rigorous to maintain education quality. April Fleming Miller noted that the state’s strict rules for charter approval resulted in three successful charter schools in the county, rather than a proliferation of inadequate options.

Millicent Hall, Kenneth Kerr, and Liz Barrett received endorsements from the Frederick County Teachers Association (FCTA) but emphasized their independence from outside influences during the forum. Incumbents Miller, Colleen E. Cusimano, and Brad W. Young stated earlier in the forum that the FCTA opposed charter school expansion in the county.[9]

The school board election shared the ballot with county, state, and federal elections on November 4, 2014. Residents of Frederick County voted in races for county executive, county commission, sheriff, and state's attorney. The general election ballot included candidates for governor, attorney general, and other state executive offices. Voters also chose candidates for state legislative seats and U.S. House seats on November 4, 2014.[10]
