Holley was recalled by a margin of 13,438 to 9,861 according to unofficial results.[1]
Recall supporters
Holley was accused of sending hate mail to several community leaders. Eugene Baldwin, one of the recall organizers, said, "I think there’s a message to the people, to the future politicians, if they don’t keep their noses clean, the city of Portsmouth will recall."[1]
Recall opponents
Holley denied sending hate mail. He said, "I categorically deny that and I deplore anyone who did send them."[1]
