James Swanagan was a candidate for the At-large District 9 seat on the Richmond County School Board in Georgia. He ran against incumbent Venus Cain in the general election. James Swanagan lost the general election on November 4, 2014.

The November 4, 2014, general election in Richmond County Public Schools featured five seats up for election. In District 2, incumbent Eloise Curtis did not file for re-election; Charlie Hannah triumphed over Frank Beckles to win that seat. In At-large District 9, Board President Venus Cain defeated challenger James Swanagan. Incumbents Alex Howard, Jack Padgett and Frank Dolan ran unopposed in Districts 3, 6 and 7, respectively.
