Biography
Jim L. Qualls has been a Tulare County Agricultural Commissioner’s Office employee since 1984 and Visalia resident since 1981. He graduated from Exeter High School and studied at College of the Sequoias and Long Beach State University. He is married to his wife Lynda and they have two daughters that are graduates of Golden West High School.[1]
