Biography

Joe Minissale was born in Abington, Pennsylvania. He earned a high school diploma from Abington High School, a bachelor's degree from the University of Delaware in 1987, and a graduate degree from Missouri State University in 1996. His career experience includes working as a CEO, hospital president, and former CFO.[1]

I am a hospital president who has been partnering with Collin College for the last ten years thru my hospital leadership role and my positions on the McKinney Chamber of Commerce and McKinney Economic Development Corporation Boards. I believe that we are all called to serve our community and have a duty to use our gifts and talents to help others. My mission as a Collin College Board Member would be to change the lives of students by providing them with a high quality, affordable education that enables them to earn a life-sustaining wage for them and their families.
  • I am the candidate with experience and have demonstrated a long track record of success leading high performing organizations at the board and senior executive level. I am an innovative leader who has driven strong results and led transformative change.
  • Collin College's success is essential to over 57,000 students, 1.1 million County residents, and many employers. Today's students are tomorrow's workforce and they must be able to obtain the education and training that is required for them to earn a life-sustaining wage for themselves and their family while meeting the needs of their employers.
  • Collin County is a very fast growing community and the educational needs of the workforce are growing and changing. Collin College needs to be able to continue to grow and meet this challenge while keeping tuition and tax rates low.
My number one priority is to continuously improve the success ratio of the students. My number two priority is to ensure the College recruits and retains the best faculty and staff. My number three priority is ensuring that the College meets the growing and changing education and workforce training needs of the community.

Education is life changing as it affects the ability of students to be able to have a career that provides a good wage.

Our employers depend on a continuous supply of trained workers who can meet their needs.

Our community will thrive if we can provide citizens with an affordable way to obtain the education and training to earn a good wage and if the employers have access to a trained workforce.

The I served others, treated everyone with love and respect, and made a positive impact on those around me.
One of the most memorable events that I can recall is when U.S. Representative Sam Johnson had me testify as an expert before the U.S. House Ways and Means Health Subcommittee regarding physician owned hospitals.

A few others include:
Being appointed by 3 different McKinney City Councils to the McKinney Economic Development Corporation board
Being selected as Chairman of the McKinney Chamber of Commerce
Being given the responsibility to be president of two different hospitals

Being given the responsibility to be Divison CFO for 5 hospitals with hundreds of millions in annual revenue
Have have held many executive positions in the hospital industry including Hospital President, CFO, Group Vice President, Division CFO, and VP of Finance. You can see my history on Linkedin.
Being satisfied with my success and accomplishments for more than a minute. I am very happy, but always striving to do better.
