In Maryland's 8th Congressional District, incumbent Chris Van Hollen (D) chose not to run for re-election in 2016, instead seeking election to the U.S. Senate. Jamie Raskin (D) defeated Dan Cox (R), Nancy Wallace (Green), and Jasen Wunder (Libertarian) in the general election on November 8, 2016. Raskin defeated eight other candidates in the Democratic primary, while Cox defeated Jeffrey Jones, Elizabeth Matory, Aryeh Shudofsky and Shelly Skolnick to win the Republican nomination. 2016

The following issues were listed on Rubin's campaign website. For a full list of campaign themes, click here.

  • Jobs & The Economy: Though the economy has improved since President Obama took office, it hasn’t improved for the vast majority of Americans because for many years too many politicians in Congress have rigged the rules to make it easier for corporations to lay off workers, keep wages low, ship jobs overseas and give huge tax breaks to corporations and the wealthy. Incomes for the wealthiest Americans are on the rise while wages for ordinary Americans have flat-lined, leaving working families to live paycheck to paycheck.
  • Environment & Renewable Energy: Throughout Joel Rubin’s career he has been a champion of both protecting our environment and investing in renewable energy to address climate change. Joel worked on the ground in sustainable development as an Environmental Education Peace Corps Volunteer in Costa Rica, helping the rural village where he served to protect its ecology. Later, he managed a national solar energy program that also cleaned up brownfield sites while at the Department of Energy, in addition to having worked on climate change programs at the U.S. Agency for International Development.
  • Foreign Affairs & National Security: Joel Rubin is a unique candidate in the race when it comes to foreign policy. Joel has lived and served overseas in a developing country as a Peace Corps Volunteer and has direct foreign policy experience, having served as a congressional foreign policy staffer in the Senate, a career diplomat at the State Department and the U.S. Agency for International Development, and until recently, as a politically-appointed senior official in the State Department under Secretary John F. Kerry.
  • Retirement Security: Joel will be a tireless advocate in Congress for protecting and expanding Social Security benefits for our seniors and future generations. He will stand up against Republican attempts to privatize or make cuts to Social Security and Medicare – programs that so many seniors in our district rely on for income and healthcare.
  • Women’s Health & Reproductive Rights: Joel and his wife are the parents of three young daughters, and they want nothing less than for their kids to grow up in a world where they are valued for who they are and treated with the same respect they’re taught to give to everyone else. Joel also lives with his mother-in-law, whose health and well-being is always on his mind.
