Two seats on the Killeen Independent School District board were up for general election on May 10, 2014. Marvin Rainwater won the Place 4 race over three challengers, garnering almost 50 percent of the vote. Terry Delano was unopposed in Place 5 and retained his seat.[1]

Killeen Independent School District is located in Bell County, Texas. The county seat of Bell County is Belton. The county's population was 310,235 according to the 2010 U.S. Census.[2]

Demographics

Bell County underperforms in comparison to the rest of Texas in terms of higher education attainment and median household income but outperforms in terms of poverty rate. The 2013 U.S. Census found that 21.7 percent of Bell County residents over 25 years old held undergraduate degrees compared to a 26.7 percent rate for the state of Texas. Bell County had a median income of $50,060 in 2013 compared to $51,900 for Texas. The poverty rate for Bell County was 15.3 percent in 2013 compared to a 17.6 percent rate for the rest of the state.[2]

Voter and candidate information

The Killeen Board of Trustees consists of seven members. While members are elected to specific places on the ballot, they serve at large. They serve three-year terms. There was no primary election and a general election took place on May 10, 2014 for two seats. Two seats were up for election in May 2015.[4]

A member of the board must be 18 years old, a U.S. citizen and a resident of the district. An individual seeking office must be a resident of the state for 12 months and a resident of the district for six months, prior to the last date on which the candidate could file to be listed on the ballot.[5]

Issues in the election

Gun safety

At a forum held in March 2014, Place 4 candidates answered community questions about the issue of students bringing guns on buses. Candidates suggested curriculum to teach students about gun safety, monitoring other districts with similar situations occurring, equipping buses with video cameras and having aides on buses, among other recommendations.[7]
