McQuary is a retired classroom teacher and principal as well as owner of West Coast Properties. McQuary earned his associate degree from College of San Mateo, his bachelor's degree from the University of California-Berkeley, his master's degree from Fresno State University and his doctoral degree from the University of Southern California. He has served as a member of the Pacific Beach Town Council, Mission Bay Rotary Club, La Jolla Golden Triangle Rotary Club, and the San Diego International Sister City Association.[1]
