Ballot title
The ballot title for Proposal No. 1 was as follows:
“ | (Proposal No. 1) Amendment with reference to the Determination of Tie Votes and Contested Elections by the Board of State Canvassers AMENDING SECTION 4 OF ARTICLE XVI OF THE CONSTITUTION: Sec. 4. In all cases of tie vote or contested election for any state office, except a member of the legislature, any recount or other determination thereof may be conducted by the board of state canvassers under such laws as the legislature may prescribe. Shall section 4 of article sixteen of the state constitution be amended to provide for the determination of cases of tie vote or contested election for any state office, except member of the legislature by the board of state canvassers? YES NO | ” |

A two-thirds vote is required during one legislative session for the Michigan State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 74 votes in the Michigan House of Representatives and 26 votes in the Michigan State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
