The Minnesota Bonding Authority for Railroad Facilities Amendment, also known as Amendment 4, was on the November 2, 1982 ballot in Minnesota as a legislatively referred constitutional amendment, where it was approved. The measure provided state bonding authority for the improvement and rehabilitation of railroad facilities.[1]
