The Minnesota Off-track Wagering on Horse Racing Amendment, also known as Amendment 1, was on the November 8, 1994 ballot in Minnesota as a legislatively referred constitutional amendment, where it was defeated. The measure would have permitted off-track wagering on horse racing in a manner prescribed by law.[1]
