The Mississippi Voucher System Amendment was a constitutional amendment proposed for the Mississippi ballot on November 8, 2016.

The measure would have empowered the state legislature to develop a system of issuing vouchers for school choice.[1]

Initiative Measure No. 45 would require the state legislature to develop a system of issuing vouchers for school choice. Students living in a public school district would have first priority for attending the school in that district. Local school boards would establish an admissions system and determine how many students from outside the school district may enroll in its school district.[2]

According to Mississippi law, the number of signatures collected must be equal to at least 12 percent of the total number of votes cast for governor in the last gubernatorial general election. Since the last gubernatorial election was in 2011, proponents had to collect 107,216 valid signatures in order to get the initiative on the ballot. However, the amendment expired because an initiative can only be circulated for one year before becoming invalid.
