The Montana State Legislative Authority Over Public University System Amendment was not on the ballot in Montana as a legislatively referred constitutional amendment on November 5, 2024.[1]

The amendment would have authorized the Montana State Legislature to pass laws "requiring the board of regents of higher education and units of the Montana university system to adopt and maintain policies and practices that protect the rights and associated civil liberties provided in the Montana constitution."[2]

To put a legislatively referred constitutional amendment before voters, a two-thirds (66.67%) vote of all members of the Montana State Legislature is required.

This amendment was introduced as House Bill 517 on February 17, 2023. The House passed the amendment on April 4, 2023, by a vote of 61-38. The measure was not passed in the Senate before the state legislature adjourned its 2023 session.[1]
