Ballot title

The ballot title for Amendment 1 was as follows:

This constitutional amendment establishes August first as the effective date for legislation. Currently legislation becomes effective on July first or ninety days after filing with the Secretary of State, whichever date is later. Legislation filed with the Secretary of State on or after August first but before January first would take effect ninety days after its filing with the Secretary of State.

A simple majority vote is required during one legislative session for the North Dakota State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 48 votes in the North Dakota House of Representatives and 24 votes in the North Dakota State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
