This measure sought to add to the current school levy by a rate of $.18 per $100 of assessed property value for a period of ten years in order to help pay for emergency requirements as needed in the school district.[2]

The question on the ballot:
| Shall a levy renewing an existing levy be imposed by the Norwayne Local School District for the purpose of PROVIDING FOR THE EMERGENCY REQUIREMENTS OF THE SCHOOL DISTRICT in the sum of $280,000 and a levy of taxes to be made outside of the ten-mill limitation estimated by the county auditor to average 1.85 mills for each one dollar of valuation, which amounts to eighteen and one-half cents ($0.185) for each one hundred dollars of valuation, for a period of ten (10) years, commencing in 2012, first due in calendar year 2013?[3] |
