Text of measure

Ballot title

The ballot title for Homestead Tax Reduction for Seniors Amendment was as follows:

Shall Section 2 of Article XII of the Ohio Constitution be amended to provide that laws may be passed to reduce taxes by providing for a reduction in value of the homestead of residents sixty-five years of age and older, and providing for income and other qualifications to obtain such reduction? If adopted, the amendment becomes effective January 1, 1971, and the existing section is repealed from such effective date.

A 60% vote is required during one legislative session for the Ohio State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 60 votes in the Ohio House of Representatives and 20 votes in the Ohio State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
