Community Question Featured local question
Public safety is fundamental to social and economic prosperity. I will fight to reverse misguided policies like cashless bail and defunding the police. Instead, we must return to policies that support the police, and put and keep the criminals in jail. My opponent wants to defund, disarm and abolish the police, close down the jails, worsen drug addiction by establishing needle sights for injecting narcotics, and enable sex trafficking by legalizing prostitution.
1. Get tough on crime. Make neighborhoods safe again.

2. Empower parents over bureaucrats. Create more school choice and educational opportunity.

3. Real solutions for the homeless that are effective and compassionate.

4. Protect our neighborhoods from destructive up-zoning and over-development.

5. Real relief for small businesses. Cut taxes, red tape and excessive fines.

6. Reinvent public housing. Give more control to the residents.

I was born to working class Puerto Rican parents in Queens, New York, and raised by a single mother. I worked my way through school, earning my degree, and eventually cold calling my way to a job on Wall Street. That began a career that lasted for more than 25 years at various leading firms, including Salomon Brothers, Merrill Lynch, UBS, BBVA, and ANZ. I began my financial career as an equity research analyst, transitioning to credit analysis, and eventually becoming a global banker working with multinational corporations in the US and internationally. I have worked with firms in various industries and geographic regions, often in periods of distress. Currently, I’m on leave from the Archdiocese of New York’s Development Office, where we raise funds to support its pastoral and charitable works. I earned a Bachelor of Arts in Economics and a Certificate in Global Policy Studies at the University of Georgia. I also completed a Fellowship in Economics at Stanford University. I live in Brooklyn with my wife of 17 years and two of my three daughters. My oldest daughter is married and lives in Puerto Rico. I am a cancer survivor.
  • Real Government Accountability - I will stand up against corruption, pay-to-play politics, and the wasteful spending that increases the annual budget leading to fewer services received by New York residents. I will fulfill my oath of office and use my authority to hold public officials accountable regardless of the political party.
  • Exposing Major Corruption & Waste - I will implement a bold approach to investigating fraud, waste, and abuse. To save New York from fiscal ruin, I will use the auditing power of the state comptroller's office to root out incompetence and corruption, regardless of the political party, and I will work diligently to ensure New York residents are not overtaxed.
  • Professionalizing Pension Management - The comptroller has a fiduciary duty to allocate state pension assets ethically and prudently to maximize investment returns for pension holders. I believe that political ideology should not influence pension plan management. It is irresponsible to use pension assets as a political tool to fund pet projects or promote social agendas.
Greater Transparency

New York State is potentially on the hook for more than $200 billion in unfunded pension and other retiree benefits. The state government has largely overlooked this risk and seems inclined to defer the problem indefinitely. As State Comptroller, I will provide greater transparency about our state's financial obligations and work diligently to address any expected shortfall.

Increased Budgetary Oversight
I believe that the Comptroller should take a proactive role in the state budget process to ensure good stewardship of the taxpayers' hard-earned money. As State Comptroller, I will provide increased oversight at every stage of the process. I will also seek to expose harmful policies and wasteful spending before any budget is passed. The Comptroller must be proactive in overseeing the annual budgetary process that is often delayed and increasingly leads to out-of-control spending.

Investing in New York

The State Comptroller should use the Office's contracting and investment authority to support and expand the state's economic base. The Comptroller should not erode the growth of well-paying jobs and destroy local industries to serve a political agenda. I will reverse New York's economic decline by tackling the bread-and-butter issues that impact working-class residents, attracting large corporations to create jobs, and empowering small businesses to thrive. I believe in making life more prosperous for all New Yorkers.

  • Protecting city pensions from insolvency
  • Governmental reform, efficiency and transparency
  • Advancing and expanding citywide commerce and jobs
I entered the race for comptroller because I believe that New York City is in an existential fiscal crisis, one that predates the COVID-19 pandemic, but was exacerbated and expedited by it.

Feckless bureaucrats and many of the city’s elected leaders have simply larded on more spending, more taxes, more fees — “whatever it takes” — to maintain a governmental structure and operation that has not been critically examined or seriously overhauled in anyone’s living memory.

A government that purports to serve the people has morphed into a government that assumes the people serve it. I aim to put an end to that in my first term.

In my view and experience, New York City offers opportunity for all, so long as they are willing to work hard, play by the rules, and respect their neighbors. I want everyone in this city to fulfill the ultimate limit of their personal potential, and will do anything I can to ensure that they do. I’ll help do that by keeping government off your back, and limiting the costs and time required to maintain our city government. We will do this by:

  • Overhauling City Agency Management
  • Ensuring Integrity of New York City Public Pensions
  • Adopting Performance-Based Budgeting
  • Ensuring Accountability and Transparency in City Budgets
  • Adopting Zero Base Budgeting
