Kjellander first served on the Idaho Public Utilities Commission from January 1999 until October 2007, when he was appointed to the new Office of Energy Resources. Kjellander was appointed again to the IPUC in April 2011. He served as a Republican member of the Idaho House of Representatives from 1994 to 1999, representing District 15A.[1]
