Five seats on the Portsmouth Public Schools Board of Education were up for general election on November 4, 2014. All of the seats that were up for re-election were at-large seats.

Of the five seats, four were for a full term, and one seat was for an unexpired term. Three incumbents, Joseph A. Fleming, Claude C. Parent Jr. and Linda D. Ridenour, faced off against six challengers to retain their seats for another full term. Incumbent Mark Whitaker did not file for re-election. Appointed board member Laural Armstrong competed against challenger Sarah Duncan Hinds for an unexpired two-year term that resulted from the death of member Elizabeth Daniels, who died in April 2014.[1]

Fleming, Whitaker, Parent and Patillo were elected to a full at-large term. Hinds won election to the unexpired seat.

Portsmouth Public Schools is located in Portsmouth, Virginia. Portsmouth was home to 95,535 residents in 2013, according to the United States Census Bureau.[2] In the 2011-2012 school year, Portsmouth Public Schools was the 16th-largest school district in Virginia and served 15,261 students.[3]

Demographics

Portsmouth underperformed in comparison to the rest of Virginia in terms of higher education achievement and median household income in 2012. The United States Census Bureau found that 19.0 percent of Portsmouth residents aged 25 years and older had attained a bachelor's degree compared to 34.7 percent for Virginia as a whole. The median household income in Portsmouth was $46,269 compared to $63,636 for the state of Virginia. The poverty rate in Portsmouth was 17.5 percent compared to 11.1 percent for the entire state.[2]

Voter and candidate information

The Portsmouth School Board consists of nine at-large members that serve staggered four-year terms. There was no primary election, and the general election was held on November 4, 2014. Five seats were up for election in 2014, including one election for an unexpired term.[5]

The filing deadline for school board candidates to get on the ballot in this election was August 15, 2014.[5]
