Prescott Extension of Expenditure Limits, Proposition 400 (November 2009)
There was a Prescott Extension of Expenditure Limits, Proposition 400 on the November 3 ballot in Yavapai County for voters in the city of Prescott.
This ballot measure sought to change the expenditure limit on the city, giving them the Home Rule Option instead for the next four years. The city council will be the ones that determine the amount over the limit the city is able to go and this will be done at a public hearing.
Arguments in favor of home rule cite that this proposition doesn't cost the taxpayers anything more, it just gives the city the power to decide expenditures rather than the state deciding. They would just continue to provide the needed services without hindrance from the state government. it is also noted that many cities within Arizona have already opted into this and have had success with it so far.[1]
