Navarro graduated from Wapato High School, where he went on to earn an associate of applied science degree from Yakima Valley Community College. He has two bachelor's degrees, one in psychology from Central Washington University and the other in theology from the National Apostolic Bible College. He also has two master's degrees, the first in human and organizational systems from the Fielding Graduate University and the second in guidance and counseling from Heritage University.

He currently serves as both the director of the Central Washington University Academic Achievement Programs and the principal investigator for the TRIO Student Support Services Program and TRIO Educational Opportunities Center. He is a veteran of the U.S. Army.[1]

Positions 3, 4, and 5, in addition to a special election for the two-year term in Position 1, were on the ballot. All incumbents in this race were unopposed. Graciela Villanueva, John Vornbrock, Raymond Navarro Jr., and Martha Rice were re-elected to Positions 1, 3, 4, and 5, respectively.
