Primary elections
The Republican Party of Virginia’s Plan of Organization states that candidates for federal and state office can be selected by mass meetings, party canvasses, conventions, or primaries. On January 23, 2014, party officials voted to adopt a party canvass, also known as a firehouse primary.[3] These primaries have historically been held in a variety of locations, such as schools, churches, or fire houses, thus deriving their name.[4]
Although Virginia does not require citizens to declare a party when registering to vote, those who vote in a firehouse primary may be required to sign a Statement of Intent acknowledging their intent to vote for the Republican nominee in the upcoming general election. Firehouse primaries are held by the Republican Party of Virginia, not the Virginia State Board of Elections. They allow candidate nominations to without having to conduct convention floor votes or debates.[4]
