The Rhode Island Industrial Building Authority, Proposal 1 was on the ballot in Rhode Island on November 7, 1978, as a legislatively referred bond question. It was defeated. The measure would have authorized $25 million in bonds for the purchase and development of sites to sell or lease.[1]
