Text of measure

The question on the ballot:

Shall Article III of the Constitution of this State be amended so as to add Section 36 to require that a procedure be followed to require a state general fund reserve of an amount equal to five percent of the general fund revenue of the latest completed fiscal year and to authorize the General Assembly to appropriate the amount of such reserve when approve by two-thirds of the membership of each house?[1][2]
